al qaeda wasn't mentioned a single time in his foreign policy speech. we invited both campaigns to come on the program tonight. they declined. instead, ari flisher is with us by phone. also, paul begala. four years ago, he said invoking bin ladin on the trail was a political move. now he's using it in his own campaign ads. isn't that a flip-flop? >> sure, but there's a difference. there was an accomplishment. he did say, friday august 3rd of 2007, he said, these are his words, if we have actual intelligence about a high value terrorist targets and president musharif won't act, we will. when he said that, he was attacked by senator clinton, senator mccain and governor romney. governor romney called those remarks ill timed and he attacked obama for saying, they would go into pakistan if there was actual intelligence locating bin ladin. i think senator mccain is a very honorable guy. i think for some of my friends from the bush administration who have a problem with this, one of their first ads, which showed a flag draped body carried out of the world trad

this is a foreign policy debate. you think it can be used to deal with the gender issues. >> well, look, i think the challenge for both of them is to tie this debate into their broader campaign narrative and strategy. there's a tendency -- there's risk in a foreign policy debate to become just kind of a conversation about discreet issues without any kind of overriding theme. i think for mitt romney has to be what he did at the first debate, reassure people that he is a plausible president after that pretty rocky foreign trip this summer. i think for the president, the goal has to be, and i think they're thinking this way, how do you tie this in to what is clearly their focus on the second debate and beyond, focusing on women voters. and the most logical way to do that is to continue what joe biden did against paul ryan, open up the tletd that republicans are too quick to be talking about war. >> and there's a new ad to that threat. released just minutes ago. let's look at that. >> president obama ended the iraq war.

but i tell you where i get my reassurance on my foreign policy. not only do i know it's constitutional, how can we fight for our constitution if we avoid using the constitution? where i get my reassurance are from the active military people. if you look at the donations that come from active military people, i get twice as much as all tl other candidates put together. that sends a powerful message. they know being over there, fighting these wars, not winning the wars and dragging them out ten years in afghanistan, $4 trillion of debt have accumulated over these past years. and think of the tragic circumstances of the families disrupted, the lives that we have lost and the people coming back injured and post-traumatic stress syndrome and we're having an epidemic of suicide. if we care about our military, we'd be much more cautious about how we go to war. we want a conservative constitutional government which means the government is small, the people are large, the people assume responsibility for themselves and, believe me, the world and us, we wou
